Why One of the Most Important Driver Qualification Responsibilities Happens Every Year

Annual Reviews: The Documents That Keep Drivers Qualified
In the previous article, we established that Driver Qualification does not end when a driver is hired. Maintaining qualification requires ongoing oversight throughout the driver’s employment.
One of the most important recurring responsibilities is the annual review process.
Unlike hiring documents that are generally completed once, annual Driver Qualification requirements provide motor carriers with an opportunity to verify that a driver continues to meet qualification standards. These recurring reviews help identify changes that may affect a driver’s qualifications while demonstrating that the carrier is actively managing its Driver Qualification program rather than simply maintaining records.

Accuracy Matters More Than Routine
An annual review should never become a calendar reminder that results in collecting signatures without meaningful evaluation.
Management should review each Motor Vehicle Record for new convictions, license suspensions, restrictions, or other changes that could affect qualification or indicate increased operational risk.
When discrepancies are identified, they should be investigated and resolved promptly. Accurate documentation demonstrates diligence, supports informed management decisions, and helps establish a defensible Driver Qualification program.
The annual review is an opportunity to evaluate information, not simply to update a file.
Annual Reviews Serve More Than One Purpose
The Federal Motor Carrier Safety Regulations require motor carriers to conduct an annual review of each driver’s driving record as part of the Driver Qualification process. Under 49 CFR § 391.25, carriers must obtain and review the driver’s current Motor Vehicle Record (MVR) to determine whether the individual continues to meet the qualification requirements applicable to their position.
While the annual MVR review is a regulatory requirement, it also presents an opportunity to evaluate the driver’s overall safety performance. Rather than viewing the review as a compliance exercise, transportation leaders should use it to identify trends, reinforce expectations, and determine whether additional coaching or corrective action is appropriate.
In addition to reviewing the Motor Vehicle Record, CPO Consulting™ recommends evaluating other information available within your organization, including:
- Preventable and non-preventable crash history.
- Internal driving-performance records, including observations from supervisors and driver trainers.
- Violations of company safety policies or operating procedures.
- Dash camera events and documented unsafe driving behaviors.
- Customer complaints related to vehicle operation or driver conduct.
- Coaching, counseling, and documented corrective actions.
- Positive safety recognition or demonstrated improvement, when applicable.
Taken together, these records provide a more complete picture of a driver’s performance than an MVR alone. They also help leadership identify developing trends before they result in crashes, regulatory violations, or increased operational risk.
The objective is not simply to satisfy a regulatory requirement. It is to verify that the driver continues to operate safely, professionally, and in accordance with both regulatory requirements and organizational expectations.
Consistency Strengthens Compliance
One missed annual review may appear insignificant. However, across an entire fleet, inconsistent review practices often reveal weaknesses in an organization’s compliance management system.
Successful carriers establish standardized procedures that clearly define:
- Who obtains the Motor Vehicle Record.
- Who reviews the information.
- Who evaluates qualification.
- How findings are documented.
- How inconsistencies or qualification concerns are handled.
- How recurring deadlines are tracked.
These procedures promote consistency, reduce administrative errors, and demonstrate that Driver Qualification responsibilities are managed systematically rather than reactively.
Leadership Sets Expectations
Although annual reviews are often coordinated by safety or compliance personnel, leadership remains responsible for ensuring the process is effective.
Organizations that consistently complete annual reviews on time typically assign clear responsibilities, maintain reliable tracking systems, and periodically verify that required documentation is complete. Leadership support helps ensure these recurring responsibilities remain a priority throughout the year rather than becoming last-minute compliance exercises.
An effective annual review process reflects a culture that values accountability, proactive risk management, and continuous improvement.
